关于新增医疗服务价格项目自主定价问题探讨——基于广东省医改实践的探索

摘　　要：新增医疗服务价格项目管理对促进医疗行业的发展具有重要意义。本文剖析了新增医疗服务价格项目的含义及定价主体,梳理了新增医疗服务项目定价的主要特点,探讨了新增项目自主定价的性质,并对新增项目自主定价的影响因素进行分析,发现医疗服务成本、卫生服务市场需求、项目管理政策因素、患者支付意愿和支付能力是主要影响因素。基于此,本文提出了价格主管部门统筹决策定价、医务管理部门把好医疗技术审核关、医保部门把好医保支付政策关的建议。The management of new medical service price is of great significance to promote the development of the medical industry. This article analyzed the meaning of the new medical service price item and pricing subject, described the main characteristics of the new medical service pricing, discussed the nature of the independent pricing of new medical service items, and the influence factors of the independent pricing of new medical service items. The study found that the medical service cost, health service demand and project management policy factors, patient’s willingness and ability to pay is the main influence factors. Based on this, this paper put forward some suggestions that the price department should make overall decision on pricing, the medical management department should take charge of medical technology audit, and the medical insurance department should take the responsibility of medical insurance payment policy-making.
