省级生态环保督察:运行逻辑、实践问题及优化路径

摘　　要：生态环境保护督察制度已经成为我国推进现代环境治理体系建设的重要制度之一。中央生态环保督察成效显著,要持续深化生态环境保护督察,实行两级生态环境保护督察机制,完善当前的省级生态环保督察机制是关键。基于治理理论,在我国的环境治理模式发展过程中探讨省级生态环保督察机制的运行逻辑:生态环境保护督察制度是我国生态环境治理模式的自我调适,作为中央生态环保督察的补充和延伸,省级生态环保督察有着承上启下的特殊作用。对我国省级生态环保督察实践现状进行分析,当前的省级生态环保督察已经取得了初步成效,但还存在着定位不够明确,权威性不足;体系不够完善,规范程度较低;长效机制缺乏,持续性不足等问题。最后,尝试提出省级生态环保督察机制的优化路径:明确省级生态环保督察定位,提高督察权威;省级政府充分发挥自主性,提高督察能力;加强生态环保督察制度化建设,完善省级生态环保督察政策支撑体系等。The supervision system of ecological environment protection is an important institutional arrangement to promote the construction of modern environmental governance system in China.In order to deepen the supervision of ecological environment protection,the key is to implement the central and provincial supervision mechanism of ecological environment protection,and improve the current provincial supervision mechanism of ecological environment protection.Based on the governance theory,this paper discusses the operational logic of the provincial eco-environmental protection supervision mechanism in the development of China’s environmental governance model.The eco-environmental protection supervision system is the self adjustment of China’s eco-environmental governance model.As the extension and supplement of the central eco-environmental protection supervision,the provincial eco-environmental protection supervision plays a special role in connecting the preceding and the following.Based on the analysis of the current situation of the practice of provincial ecological environmental protection supervision in China,the current provincial ecological environmental protection supervision has achieved preliminary effects,but there are still some problems,such as unclear positioning,lack of authority,imperfect system,low degree of standardization,lack of long-term mechanism,lack of sustainability and so on.This paper attempts to put forward the optimization path of the provincial environmental protection supervision mechanism,including clarifying the positioning of the provincial ecological environmental protection supervision,improving the supervision authority;giving full play to the autonomy of the provincial government,improving the supervision ability;strengthening the institutionalization of the ecological environmental protection supervision,improving the provincial ecological environmental protection supervision policy support system.
