摘　　要：铁路专用线作为大宗货物运输“最后一公里”的起讫点承担着铁路和企业的纽带作用。从专用线分布情况及专用线到发运量方面分析北京局集团公司专用线现状,阐述影响专用线发展的因素,研究提出专用线功能由“为企业服务”向“为社会服务”转变、利用市场机制优化专用线改扩建手续、引导企业完成专用线扩能改造、对无运量专用线进行分类管理、建设现代物流企业等铁路专用线发展对策,以盘活专用线的资产,增强专用线企业在市场中的竞争力,发挥专用线在铁路运输中的衔接作用,扩大专用线运量在铁路运输中的份额。Industrial siding is the last-kilometer link between railway operator and its customers for bulk goods transportation.This paper analyzes the distribution of industrial sidings and the traffic volume within China Railway Beijing Group,expounds the factors influencing the development of railway siding,and puts forward the strategies including transforming the function of railway sidings from“serving the enterprises”to“serving the society”,optimizing the reconstruction and expansion procedure of industrial sidings by adopting market mechanism,guiding enterprises to complete the expansion and reconstruction of industrial sidings,classifying management of non-traffic industrial sidings,establishing modern railway logistic company,etc.The strategies aim at revitalizing the asset of industrial sidings,enhancing the market competitiveness of industrial siding company,giving play to the connecting role of industrial siding in railway transportation,and expanding the share of industrial siding transportation.
