摘　　要：中共中央国务院《“健康2030”规划纲要》中提出,要全面推进医保支付体制改革。现阶段,单纯按服务项目、服务单元、病种、人头及总额预付方式已经不能适应医改的新要求。国家医疗保障局发布DRGs试点城市,DRGs付费势在必行。该文针对支付方式改革对现有公立医院经济运行的影响进行分析并提出对策,促使公立医院要优化资源配置,加强质量管理,增强成本意识,加强绩效考核,不断提高效率、提升质量和服务能力,控制费用不合理增长。The"Health 2030"Planning Outline of the Central Committee of the Communist Party of China and the State Council proposes to comprehensively promote the reform of the medical insurance payment system.At this stage,simply prepayment based on service items,service units,disease types,headcount and total amount can no longer meet the new requirements of medical reform.The National Medical Security Administration has released pilot cities for DRGs,and DRGs payment is imperative.This paper analyzes the impact of payment method reform on the economic operation of existing public hospitals and put forward countermeasures to urge public hospitals to optimize resource allocation,strengthen quality management,enhance cost awareness,strengthen performance appraisal,continuously improve efficiency,improve quality and service capabilities,and control unreasonable increase in expenses.
