摘　　要：新型犯罪日益猖獗,治理研究亟需加强。以消费返利为表现形式的网络传销活动借助互联网技术呈蔓延状态,具有极强的社会危害性,严重扰乱市场经济秩序。公安机关经济犯罪侦查部门兼具职责与使命,在调研实际情况后为更好实现治理需要明确传销模式、准确分析特点、把握案件办理难点,并通过对电商行业实现宏观性战略研判、加强涉案资金的分析与查控、强化信息技术在消费返利型网络传销新型犯罪案件中的应用,以总结治理对策。New crimes are becoming more and more rampant,and the research on governance needs to be strengthened.With the help of Internet technology,online pyramid selling activities in the form of consumption rebate are in a state of spreading,which has a strong social harmfulness and seriously disrupts the order of market economy.The economic crime investigation department of the public security organ has both responsibilities and missions.After investigating the actual situation,in order to better realize the governance,it is necessary to clarify the mode of pyramid selling,accurately analyze the characteristics,grasp the difficulties in handling the cases,and realize the macro strategic study and judgment of the e-commerce industry,strengthen the analysis and investigation of the funds involved,and strengthen the application of information technology in the consumption rebate network pyramid selling new crime cases To sum up the countermeasures.
