西部高校财经学科高质量协同发展的路径选择与实施策略--基于“十四五”规划的视角

摘　　要：西部高等教育是我国高等教育的有机组成和重要一极。实证数据表明,与中部、东部地区相比较,西部高校财经学科布局不均衡、发展不充分的特征更加明显,这必将严重制约西部高等教育和经济社会的高质量发展,滞后建设高教强国和实现中国梦的历史进程。面向未来,优势与劣势交织、机遇与挑战同在。在习近平新时代中国特色社会主义思想的引领下,西部高校财经学科要以高质量协同发展为主线,以四大路径为战略重点、十二种策略为行动抓手,领盟、加盟、共盟,强化财经一流学科联盟的引领示范作用;协同、协作、协和,加强各级各类专业指导委员会、专业学会以及协作网的组织指导作用;联姻、联袂、联体,开创西部与东部高校携手共进、协同发展的新态势新格局;特区、特别、特色,构建起财经一流学科建设的新体制新机制。Higher education in Western China is integral and important part of Chinese higher education.However,empirical data shows that finance&economics discipline in western area is obviously less balanced and developed than that of central and eastern regions,which will absolutely restrict the high-quality development of western higher education and economic society,and hinder the historical process of building a powerful country of higher education and realizing Chinese dream.In the terms of the future,strengths are interweaved with weaknesses and opportunities are in company with challenges.Under the guidance of President Xi Jinping's thought of socialism with Chinese characteristics in the new era,taking high-quality collaborative development as the guideline,four pathways as strategic focus and twelve strategies as lever for action,universities with finance&economics discipline in western region should strengthen the pilot and demonstration role of first-class finance&economics discipline alliance by leaders,participants and cooperators;they need to strengthen the organizing and guiding role of professional steering committees,professional associations and collaboration networks at all levels through coordination,cooperation and consonance;they need to create a new situation and pattern of common development among universities in Western China by integration and cooperation;they seek to build a new system and mechanism for construction of first-class finance&economics discipline with distinctive local features through special zones.
