摘 要:基于省级面板数据,利用技术距离矩阵下的农业专利产出空间杜宾模型,评估地方专利激励政策对当地和技术相似地区农业专利增长的影响,并比较政策影响在不同专利研发主体上的异质性。结果表明:现有政策的实施显著推动了本地农业专利数量增长,并对技术相似的临近地区专利产生负向溢出效应;政策的激励对象包括科研机构、企业和个人,但政策的空间溢出效应仅发生在个人和企业等非公主体上;各地普遍实施激励政策情形下,政策对专利增长的整体效果将不显著。结论在地理临近矩阵估计中得到进一步印证。Based on China’s provincial panel date,this paper constructed a spatial Durbin model of agricultural patent output with the technology distance matrix,then evaluated the impact of local incentive policies on the growth of agricultural patents in local and technically similar regions and compared the heterogeneity of policy impact among different R&D entities.The results show that the existing policies have significantly promoted the increase of the number of local patent,and have negative spillover effect on the patents in neighboring areas with similar technology;the incentive objects of the policy include institutions,enterprises and individuals,but spillover only happens on non-public entities of individuals and enterprises;if the incentive policies are widely implemented,the overall effect of those policy on patent growth would be invalid.Those results are further supported by the estimation with geographic proximity matrix.
