摘　　要：世界正处于百年未有之大变局,产业集群培育正面临着新的机遇与挑战,打造世界级产业集群,关键在于产业链建设,构建符合新时代特征的产业链体系尤为重要。文章从产业链重构角度,提出构建双维度的产业链动态流动模型,从水平维度(制度供给、要素供给和区域供给)和垂直维度(产业链耦合)阐述了产业链升级的机理,并以天津滨海高新区信息产业集群为例,分析不同时期在两个维度下的产业链升级路径.并提出当下产业链重构支撑产业集群发展的对策建议。The world is in a great change situation which has not happened over the past hundred years and the industrial cluster cultivation is facing new opportunities and challenges.The key to build a world-class industrial cluster is the construction of industrial chain,and it is particularly important to build an industrial chain system that conforms to the characteristics of the new era.From the perspective of industrial chain reconstruction,this paper puts forward building a two-dimensional dynamic flow model of industrial chain,expounds the mechanism of indus⁃trial chain upgrading from the horizontal dimension(institutional supply,factor supply and regional supply)and ver⁃tical dimension(industrial chain coupling),analyzes paths of industrial chain upgrading under the two dimensions in different periods by taking the IT industrial cluster of Tinjin Binhai Hi-tech Industrial Development Zone as an ex⁃ample,and makes policy proposals for the current industrial chain reconstruction to support the development of in⁃dustrial clusters.
