司法责任制背景下案件质量评查“案件化”办理制度设计问题研究

摘　　要：在司法责任制背景下,强化司法办案内部监督管理,构建检察环节案件质量科学化评价机制,对于全面加强检察内部监管、促进规范执法、提升司法公信力具有重大意义。在高检院、安徽省院、滁州市院案件评查工作规定的基础上,安徽省明光市检察院创新制度设计加强和改进案件评查工作方法,探索建立案件质量评查“案件化”机制,以为基层检察院加强内部监督、全面落实司法责任制改革目标任务提供参考。In the context of the judicial responsibility system,strengthening the internal supervision and management of judicial case handling and building a scientific evaluation mechanism for the quality of procuratorial cases is of great significance for comprehensively strengthening internal supervision of procuratorial institutions,promoting standardized law enforcement,and enhancing judicial credibility.This article started from the procuratorial practice of Mingguang Municipal Procuratorate in Anhui Province,on the basis of the provisions of the higher court's case review,innovated the system design of case review to provide reference for the grassroots procuratorates to strengthen internal supervision and fully implement the goals and tasks of the reform of judicial responsibility system.
