国内政府职能转变研究的热点主题、前沿变迁与展望——基于CSSCI来源文献(1998—2019)的可视化知识图谱分析

摘　　要：以1998—2019年CSSCI数据库收录期刊发表的302篇研究文献为样本,运用CiteSpace软件,从研究文献整体情况、热点主题与前沿变迁呈现国内政府职能转变研究的可视化知识图谱。结果表明:政府职能转变研究文献年度分布与治理实践中关键事件相对应,呈波动起伏状;整体研究力量较为分散,核心的研究团队尚未形成。研究热点主要围绕“政府职能转变”“政府职能”“服务型政府”“行政体制改革”等关键词,形成了农民负担、服务型政府、地方政府、行政体制改革、WTO、机构改革、和谐社会、政府职能、社会主义市场经济、制度创新11大聚类组群,对聚类组群的节点信息分析,将其整合为:政府职能的科学界定、政府职能转变的目标与任务取向、政府职能转变的演进历程、地方政府职能转变内容与路径、政府经济职能及其发展趋势五大热点研究主题。研究前沿呈现从凸显政府经济职能转变到凸显政府社会职能转变再到凸显以公共服务职能为核心的政府职能全方位转变与完善的变迁趋势。Taking 305 research literatures published in CSSCI database from 1998 to 2019 as samples,this paper uses CiteSpace software to present the visualization knowledge map of domestic government function transformation research from the overall situation of research literature,hot topics and frontier changes.The results show that:the annual distribution of research literature on the transformation of government functions corresponds to the key events in the governance practice,which is fluctuating,but the overall research force is relatively scattered,and the core research team has not yet formed.The research focus was mainly on the key words of“transformation of government functions”,“government functions”,“service-oriented government”,“administrative system reform”and other words,forming 11 clusters,they are:farmers’burden,service-oriented government,local government,administrative system reform,WTO,institutional reform,harmonious society,government functions,socialist market economy and system innovation.The node information of cluster group is analyzed and integrated into five hot research topics:the scientific definition of government function,the goal and task orientation of government function transformation,the evolution process of government function transformation,the content and path of local government function transformation,the government economic function and its development trend.The research frontier presents a change trend from highlighting the economic function of the government to highlighting the social function of the government,and then highlighting the comprehensive transformation and improvement of the government function with the public service function as the core.
