“健康优先”融入“五位一体”总体布局的治理研究--以海南自由贸易港建设为背景

摘　　要：“健康优先”已经成为中国特色社会主义新时代的基本国策。海南建设自由贸易港更需要在“健康优先”治理方面走在全国前列。使用目标层次法架构治理评价指标体系,运用线性加权综合指数法构建将“健康优先”与“五位一体”总体布局进行深度融合的治理评价模型,继而实证分析2019年的治理状况。研究发现,海南“健康优先”的总体治理效能不高,且“五位”领域间不平衡不充分的问题突出,未来发展空间在于:释放全国最大经济特区优势,探索“健康优先”的治理改革;释放全国最好生态环境优势,夯实“健康优先”的基本保障;释放自由贸易港和国际旅游岛优势,寻求“健康优先”的关键突破。China's Health Priority has become the basic policy in the new era.The construction of Hainan Free Tade Port needs to take the lead in the governance of Health Priority.Taking into account the hierarchy and structure of Five-point Strategy,this paper uses the goal hierarchy process to construct the governance evaluation index system,constructs the governance evaluation model with the linear weighted comprehensive index method,and makes an empirical analysis on the governance situation in 2019.The overall governance level of Hainan's Health Priority is not high,and the problems of being insufficient and unbalanced are glaring.Further development lies in taking the advantages of China's largest special economic zone to explore the governance reform,making good use of the best ecological environment in China to consolidate the basic guarantee,and fully utilizing the advantages of provincial free trade policy to seek the key breakthrough.
