摘　　要：1984年提出的收费公路政策极大的促进了我国公路事业的发展。针对现行法规对届满高速公路收回及收回后的运营管理方面的规定仍然比较欠缺,难以指导届满高速公路回收管理的具体实践等问题,对届满高速公路收回后管理体制面临的主要问题、制定原则、选择思路以及管理体制构建进行分析。并提出尽快完善《收费公路管理条例》、加快届满高速公路收回流程及相关技术标准的制定和注重借鉴国外相关经验的建议措施。The toll road policy proposed in 1984 greatly promoted the development of my country’s highway industry. In view of the current regulations on the recovery of the expiring expressway and the operation management after the recovery is still relatively lacking, it is difficult to guide the specific practice of the expiring expressway recycling management, etc. Select ideas and analyze the management system. And put forward to improve the "Toll Highway Management Regulations" as soon as possible, speed up the expiry of the expressway recovery process and the formulation of relevant technical standards, and focus on the recommendations of foreign experience.
