摘　　要：建设小型农田水利工程是实践科学发展观,促进新农村建设和农业现代化,保障国家粮食安全的一项重要举措,是一项惠及千万农民的“民心工程”和“德政工程”,是贯彻落实2011年中央1号文件精神的具体措施,社会效益十分显著。The construction of small irrigation and water conservancy projects is an important measure to practice scientific outlook on development,promote new rural construction and agricultural modernization and ensure national food security.It is a"Minxin Project"and"Dezheng Project"that benefit millions of farmers.It is a concrete measure to implement the spirit of Central Document No.1 in 2011 and its social benefits are very significant.
