摘 要:从循环经济视角将中国区域工业生态系统分解为兼具共享资源和反馈资源的两阶段网络结构。针对两阶段DEA模型和基于Pareto改进的DEA交叉效率模型测度该系统时存在的不足,建立基于Pareto改进的两阶段DEA交叉效率模型,并通过模型对比验证其合理性。随后,根据建立的模型研究中国29个省级区域在2012-2015年的工业生态效率。结果表明:大部分区域整体效率发展趋势较好,但有8个区域的整体效率逐年下降;有19个区域的废弃物处理效率远低于生产效率,且有4个区域的两子阶段效率都低;从地区来看,整体和子阶段效率在研究期间几乎都是东部最高、中部次之、西部最低。针对上述现象,进一步分析其原因并提出提高各区域工业生态效率的建议。From the perspective of circular economy,China’ s regional industrial ecosystem is decomposed into a two-stage network structure combining shared resources and feedback resources.Aiming at the shortcomings of the two-stage DEA model and cross-efficiency model based on Pareto improvement in evaluating the system,a two-stage DEA cross-efficiency model based on Pareto improvement is established and its rationality is verified.Then,according to the model,the industrial Eco-efficiency of 29 regions in China from 2012 to 2015 is studied.The results show that:overall efficiency trends are good in most regions,but the overall efficiency of 8 regions decreases year by year.The waste disposal efficiency of 19 regions is far lower than the production efficiency,and the two sub-stages of 4 regions are all low.Regionally,overall and sub-stage efficiency were the highest in the east,followed by the central and the lowest in the west during the study period.In view of the above phenomena,the reasons are further analyzed and suggestions are put forward to improve the industrial Eco-efficiency in each region.
