上海集成电路产业特色园区补链与强链对策建议

摘　　要：在国际形势复杂变化的背景下,上海IC产业链的本地及全球组织方式将发生重大变化,与全球的高端链接将减弱,上海IC产业链面临能级下滑的较大风险。上海四大IC特色园区利用各自发展优势,在补链过程中起到了重要作用,但在“估值落差、技术落差、人才落差”的现实面前,上海IC产业依托特色园区补链与强链仍有较长的路要走,需要借助园区政策与制度优势,实现技术从0到1的突破、产品从差到优的提升、产业从有到强的涅槃。In the context of complex changes in the international situation,the local and global organization of Shanghai IC industry chain will undergo significant changes,and the high-end links with the world will weaken,Shanghai IC industry chain faces greater risk of energy level decline.Shanghai’s four major IC characteristic parks have played an important role in the process of making up the chain by taking advantage of their respective development,but in the face of the reality of“valuation gap,technology gap and talent gap”,Shanghai IC industry still has a long way to go to make up the chain and strengthen the chain by relying on the characteristic parks,and it needs to realize the breakthrough of technology from 0 to 1,and products from poor to excellent,and the nirvana of the industry from having to strong by taking advantage of park policies and systems.
