摘　　要：上海试点的长期护理保险制度和医养结合模式未能实现有机融合,在一定程度上影响了解决养老问题的进程。为改变这种现状,上海应衔接长期护理保险与医养结合模式,明确制度衔接的必要性,从现阶段实践的问题入手,分析衔接的具体需求,再对衔接体系进行优化,以实现制度的紧密衔接,确保“医养护”一体化综合养老服务体系能够使老年人的养老需求从多方面得到满足。At present,Shanghai’s pilot long-term care insurance system and the combined medical and health care model have not achieved organic integration,which to a certain extent affects the process of solving the elderly problem.In order to change this situation,Shanghai should connect the long-term care insurance and medical care integration model,clarify the necessity of the system connection,analyze the specific needs of the connection from the current stage of practice,and then optimize the connection system to achieve a close connection of the system,so as to ensure that the“medical care”integrated elderly care service system can meet the needs of the elderly in various aspects.
