摘　　要：采用定性与定量分析相结合的方式,对中蒙俄经济走廊五周年建设进行效果评估。研究表明:中蒙俄三国贸易规模不断扩大,2018年中国对俄罗斯贸易开始出现逆差;中国对蒙、俄的贸易结合度大于1但小于2,说明贸易关系较为紧密但没有特别的依赖性;中国内蒙古的口岸建设力度最大,反映出内蒙古是中国向北开放的重要门户;中国基础设施水平高于俄罗斯与蒙古,中俄差距在不断缩小,但蒙古与中俄差距越拉越大;中蒙俄极少出现超过10%的大幅度降税,降税效果不明显;三国的关税政策对中国最为有利,对蒙俄负面影响较大。中国应从四个方面提升中蒙俄经济走廊的建设:降低贸易壁垒、建立自贸区,促进双循环良性互动;优先发展基础设施建设,带动三国共同繁荣;消除误解,加强交流与沟通;完善体制机制,探索合作的多元化。Using a combination of qualitative and quantitative analysis to evaluate the effect of the fifth anniversary of the construction of the China-Mongolia-Russia Economic Corridor. The research shows that the scale of trade among China, Mongolia, and Russia continues to expand, and China has a trade deficit with Russia in 2018;China’s trade integration with Mongolia and Russia is greater than 1 but less than 2, indicating that the trade relationship is relatively close but there is no special dependence;Inner Mongolia’s port construction is the most powerful, reflecting that Inner Mongolia is an important gateway for China’s opening to the north;China’s infrastructure level is higher than those of Russia and Mongolia. The gap between China and Russia is shrinking, but the gap between Mongolia and other two countries is widening;There are few large tax cuts of more than 10%, and the effect of tax cuts is not obvious;the current tariff policies of the three countries are most beneficial to China and have a greater negative impact on Mongolia and Russia. Put forward the following improvement paths: lower barriers, build free trade, and promote a two-cycle benign interaction;give priority to the development of infrastructure construction to drive the common prosperity of the three countries;eliminate misunderstandings, strengthen exchanges and communication;improve institutional mechanisms, improve international economic legal systems, and explore cooperation diversification.
