摘　　要：围绕"什么是城乡统筹规划"这一问题展开论述。中国统筹城乡发展的主线是转型发展、提振民生和社会治理,城乡统筹规划在这一历史时期承担了调结构、赋权能、建社区的重要职能。城乡统筹规划自身的逻辑自洽体系应严密,并应与现实发展建立紧密的联系;同时应注意到随着社会的发展,城乡统筹规划的主体和客体会发生变化。在充分论证的基础上,文章界定了城乡统筹规划的概念范围,明确指出城乡统筹规划是中国特定历史时期系统性的城乡发展策略和社会治理构架。结合国内城镇化的发展背景,文章还分析了城乡统筹规划的发展趋势和导向。Around the issue of"what is the urban-rural coordination planning",this article starts a discussion.The mainline of China’s urban-rural coordination development is development transformation,livelihood improvement and social governance.In this historical period,urban-rural coordination planning undertook three important functions to adjust development structure,empower energy and build community.The logic self-consistent system of urban-rural coordinating planning should be precise,and a close contact should be established with the reality of development.And it should also be noted that,with the development of society,the subjects and objects of urban-rural coordination planning will change.On the basis of full argument,this article defines the concept of urban-rural coordination planning,which is the systemic development strategies and social governance framework in this specific historical period of China.Combined with the background of domestic urbanization development,this article also analyzes the trends and guidance of urban-rural coordination planning.
