基于熵权灰色综合评价法的应急物流保障能力评价

摘　　要：对应急物流保障能力进行全方位有效的评价可以促进应急物流保障体系的构建和完善,保障应急物流的顺利实施,从而降低突发事件的影响.由于应急物流的突发性、时间约束的紧迫性和弱经济性,传统的主观确定指标权重方法在评价上存在缺陷.本文构建了应急物流评价指标及模型,对传统单一专家主观确定权重的方法进行了改进,采用信息熵客观评价和主观评价相结合的方法进行应急物流系统的可靠性评估;通过指标分析,对评价指标进行综合筛选,确立评价指标体系;通过指标熵、指标总熵以及组合权重的计算方法,运用灰色熵评价将信息度量反映到组合权中,然后运用关联函数进行了综合评价,从而建立了基于灰色熵的应急物流保障能力评价模型;最后,应用文中设计的评估方法对一个实例进行了评估.The comprehensive and effective evaluation of emergency logistics support capability can promote the construction and improvement of emergency logistics support system,ensure the smooth implementation of the emergency logistics,so as to reduce the impact of emergencies.Due to the suddenness of emergency logistics,the urgency of time constraint and the weak economy,the traditional subjective method to determine the index weight has some defects in the evaluation.In this paper,the evaluation index and model of emergency logistics are constructed,and the traditional method of subjective weight determination by single expert is improved.The reliability evaluation of emergency logistics system is carried out by combining the objective evaluation of information entropy with the subjective evaluation.Through the index analysis,the comprehensive screening of the evaluation index,the establishment of the evaluation index system;Through the calculation method of index entropy,index total entropy and combination weight,the grey entropy evaluation is used to reflect the information measurement into the combination weight,and then the correlation function is used to carry out the comprehensive evaluation,thus there is a necessary to establish the evaluation model of emergency logistics support capacity based on grey entropy.Finally,an example is evaluated by using the evaluation method designed in this paper.
