政策认知视角下农用地三权分置政策落实情况的调查与研究——基于西华县的调查

摘　　要：文章以政策认知为视角,从调研区域获取原始数据并据此进行分析,了解农户、村干部和经营主体对农用地流转的认知态度和三权分置政策的认知状态,进而找寻农用地流转中存在的主要问题及其影响因素。研究表明,农户、村干部和经营主体对三权分置的认知有一定差别,农户流转农用地的意愿、乡村干部利用农地发展集体合作经济意愿、新型农业经营主体扩大经营规模范围意愿等都不够强烈。文章由此提出加强三权分置政策的解读与宣传、加快完善乡村社会基本保障机制、加速培养新型农业经营主体、加强农村基层组织的建设等政策建议。From the perspective of policy cognition,the paper obtained original data in the survey area and analyzed accordingly to understand the cognitive attitudes of farmers,village cadres and business entities toward the agricultural land circulation and the cognitive status of the three-right separation policy,and then to find out the main problems and influencing factors in the transfer of agricultural land.Results show that farmers,village cadres and business entities have a certain difference in the perception of three-right separation.The willingness of farmers to transfer agricultural land,the willingness of village cadres to use agricultural land to develop a collective cooperative economy,and the willingness of business entities to expand the scope of their operations are not strong enough.Therefore,this paper proposes some policy recommendations,including strengthening the interpretation and promotion of the policy of powers separation,accelerating the improvement of basic rural social security mechanisms,accelerating the cultivation of new agricultural business entities,and strengthening the construction of rural grassroots organizations.
