摘　　要：针对干旱地区水资源缺乏、生态环境退化等问题,以克拉玛依国家农业开发区为例,探索特殊生态环境下“水草牧游居”创新性规划策略,探索干旱地区引水节水、水草平衡、草畜平衡、人与自然和谐共生的因地制宜规划方法,整治干旱地区水环境恶化,修复生态环境受损等问题,达到生态立城、以产兴城、产城融合的发展目标,为我国干旱地区现代农业示范区规划提供一条适宜人居的生态环境建设模式,可推动干旱地区美丽中国战略的实施。This study explores the solutions to the problems of the lack of water resource and eco-environmental degradation in arid regions.Taking the Karamay National Agricultural Development Zone,this study examines the creative planning strategy centered on“live and herd where there is water and grass”,as well as other suitable measures such as water diversion,control,balancing between water and grass,grass and livestock,human and nature in arid regions.Meanwhile,this study aims to address the problems of water environment deterioration and fix eco-system damage,achieving the goals of eco-oriented,industry-led development and the integration of industry with finance.These measures will make a pathway for building the eco-friendly,livable environment in the modern agricultural pilot areas in arid regions,meanwhile,promoting the implementation of the strategy of beautiful China in arid regions.
