重大疫情下境外人员入境管控措施研究——基于新冠肺炎疫情的思考

摘　　要：由疾病的传播特性决定,重大疫情有时会蔓延到多个国家甚至在世界范围内呈现大流行趋势。在强有力的防控措施下,国内新冠肺炎疫情防控成效显著。但境外形势不见好转,疫情输入风险居高不下,亟须加强境外人员入境管控。新冠肺炎疫情暴发后,各国采取了一系列入境管控措施,取得了一定成效,也存在一些问题。从理念、机制、技术手段等方面提出我国进一步加强重大疫情下境外人员入境管控的措施。An epidemic can sometimes spread to many countries and even show a worldwide epidemic trend,due to the transmission characteristics of the disease.The COVID-19 epidemic is a typical example.The strong domestic prevention and control measures prove to be remarkably effective in China.However,the situation abroad has not yet improved,and the risk of imported cases still remains high.Therefore,it is imperative to tighten the immigration control of inbound passengers.After the outbreak of the COVID-19 epidemic,countries all over the world have taken a series of immigration control measures which is effective in some degree but there are still some problems.China should strengthen its immigration control measures over the inbound passengers in terms of the concept,mechanism,technical means and other aspects,so as to provide a strong guarantee for the maintenance of state security.
