摘　　要：江苏的对外开放已经从最初注重资本流入,发展到既注重资本流入又注重资本流出的双向投资战略布局新时期,建设有利于双向直接投资发展的政策支持体系对推动江苏开放型经济向更高层次发展具有重要意义。在分析双向直接投资、产业链、供应链与双循环内在关系的基础上,从政策颁布与实施、财税支持、金融支持、风险防控等方面分析江苏双向直接投资发展的制度框架及政策支持体系的现状及存在的问题,并提出相应的政策建议。Jiangsu’s opening to the outside world has developed from the initial attracting inflow of foreign capital to the new period of two-way investment strategic layout which pays attention to both capital inflow and capital outflow.It is of great significance to build a policy support system conducive to the development of two-way direct investment that may promote Jiangsu’s open economy to a higher level.This paper studies the relation of two-way direct investment,the industrial chain,supply chain and dual circulation.Then it analyzes the present situation and existing problems of Jiangsu two-way direct investment institutional framework and policy support system,such as the policies’promulgation and implementation,finance and tax policy support,financial support,risk prevention and control.Finally,it puts forward the corresponding policy recommendations.
