摘 要:我国火电耗水量占工业耗水量的18%,开展火电企业节用水水平综合评价,对于提高电厂节用水水平具有重要意义。综合考虑火电企业取水、用水、排水等因素,遵循全面性、系统性、科学性、指导性等原则,建立火电企业节用水水平综合评价体系,以取水技术特性、用水技术特性、排水技术特性、水务管理特性为准则层,共13个评价指标,通过层次分析法计算出各指标的权重,进而得出节用水综合评价指标。结果表明,节用水水平综合评价的权重排序为取水技术特性(0.3753)、水务管理特性(0.3128)、用水技术特性(0.2189)、排水技术特性(0.0929),凸显了取水技术特性、水务管理指标是企业节用水工作能否达到高水平的核心因素;在13个评价指标中,最大权重指标为单位发电量取水量(0.3378),凸显出取水定额是节用水工作的底线,是火电节用水的“牛鼻子”;结合层次分析法,评价体系划分了A^(+)、A、B、C等4类火电企业用水水平等级,并以实例进行说明;该指标体系可以用于评价火电企业用水水平工作,可为火电企业用水管理考核提供技术支撑。China's thermal power water consumption accounts for about 18%of industrial water consumption,and carrying out comprehensive evaluation of water saving and consumption level is of great significance for thermal power enterprises to improve its power plant water saving and consumption level.This paper comprehensively considers water intake,water consumption and water drainage,follows the principles of comprehensiveness,systematicness,scientificity and guidance,proposes a comprehensive evaluation system for water saving and consumption level of thermal power enterprises.The water saving and consumption evaluation system consists of 13 evaluation indicators,in which water intake,water consumption and water drainage technical characteristics and water management feature of are selected as criteria layers.The analytic hierarchy process is then applied to calculate the weight of each indicator and further obtain the comprehensive evaluation indicator for water saving and consumption.The results show that the indicators,in descending order of weight,are water intake technical characteristic(0.3753),water management feature(0.3128),water consumption technical characteristic and water drainage technical characteristic(0.0929),highlighting that water intake technical characteristic and water management feature are core factors to enable enterprise's water saving and consumption works to reach a high level.Among the 13 evaluation indexes,the maximum weight index is the amount of water intake per unit power generation(0.3378),which highlights that the water intake quota is the core of thermal power water saving.Based on analytic hierarchy process,the evaluation system divides the water level grades of four types of thermal power enterprises,namely A^(+),A,B and C,and illustrates them with examples.The indicator system for water saving and consumption evaluation can be used to evaluate the water saving and consumption level of thermal power enterprises,and provide technical support for the water management assessment of therm
