兰德公司运行机制研究及对我国科技智库建设的启示

摘　　要：科技智库是中国特色新型智库的重要组成部分,科学有效的运行机制是提升智库能力,促进智库发展的重要因素。研究借鉴国外顶级科技智库的运行机制对我国科技智库建设意义重大。本文运用文献调研法、案例分析法,从治理体系、组织结构、人才队伍建设管理等方面深入分析了兰德公司的组织与运行机制。研究发现,国际顶级科技智库具有治理结构完善、注重人才队伍建设多元化、严格把控研究成果质量等特点。在此基础上,对我国科技智库建设提出若干启示和建议。Science and technology think tanks are important parts of new types of think tanks with Chinese characteristics,scientific and effective operating mechanism is an important factor in enhancing the capabilities of think tanks and promoting the development of think tanks.Studying and learning from the operating mechanism of top foreign science and technology think tanks is of great significance to China's science and technology think tanks.This paper uses the literature research and case analysis methods to deeply analyze the operation mechanism of RAND Corporation from the aspects of governance system,organization structure,talent team construction and management and so on.The research finds that the world's top science and technology think tanks have the characteristics of perfect governance structure,emphasis on the diversification of talent team construction and strict controlling on the quality of research results.On this basis,this paper puts forward some suggestions for the construction of China's science and technology think tanks.
