摘  要:在新时期我国社会基本矛盾已经转化的时代背景下,我国颁布施行已有八年的《公共图书馆服务规范》(下称《规范》)的修订势在必行。为此,本文基于适应性、前瞻性和可操作性三个原则,对中英公共图书馆服务标准进行全面比较分析,总结两国标准的异同,探究差异的原因,并对其优劣势进行分析。最后,基于新时期我国社会经济文化发展对公共图书馆事业发展的需求,提出未来《规范》修订的四个启示,即:将《规范》体系框架从层级式向列举式转变,将"为图书馆建立绩效测评工具"写入标准制定及拟实现的目标中,在各项具体标准中努力贯彻以人民为中心的发展思想,将动态修订机制纳入《规范》管理体系。表2。参考文献19。In the context that the principal contraction facing Chinese society in the new era has evolved,it is necessary to update the Public Library Service Specifications which has been implemented for eight years.Therefore,based on three comparison principles,including adaptability,perceptiveness and maneuverability,this article compares China’ s standards with that of UK comprehensively,sums up their similarities and differences,probes into the cause of the differences,and analyzes its advantages and disadvantages.Finally,based on the demand of the social,economic and cultural development for the development of public librarianship in the new era,four enlightenments for perfecting the Public Library Service Specifications are put forward,including changing its framework from hierarchical to enumerated,writing "set a performance monitoring tool for public libraries" into the destination that the standards are trying to achieve,implementing the people-centered development concept in each specific indicator,and incorporating dynamic implementation mechanism into the Public Library Service Specifications.2 tabs.19 refs.
