Private Security Companies Participating in the Security Governance of the China-Pakistan Economic Corridor:Assessment of Current Situation and Prospects

摘　　要：作为"一带一路"的示范项目,中巴经济走廊存在"安保赤字"。私营安保公司是弥补走廊安保赤字、完善走廊安全治理体系的重要力量。自2015年以来,私营安保公司已经积极参与到走廊安保工作之中,但受到以下三大因素制约。第一,巴基斯坦私营安保政策对内监管不足、对外开放不够;第二,走廊安保市场的规模及企业利润率有限;第三,当前的走廊安保市场结构滋生委托代理问题。对于中国私营安保公司而言,如果要更好地参与走廊安全治理,首先需要客观评估走廊安保市场规模和风险,其次要突出自身作为市场主体的逐利性质,对外不宜宣扬服务于中国海外利益,再次要创新中巴企业合作模式,实现双方优势互补,最后要增强规则意识,加强对国际制度规范的学习和运用。As a demonstration project of the "Belt and Road Initiative",the ChinaPakistan Economic Corridor has to deal with "security deficit". Private security companies play an important role in making up for the security deficit and improving the corridor security governance system. Since 2015,private security companies have actively participated in the corridor security work,but have been restricted by three factors. Firstly,private security policies in Pakistan are flawed in terms of internal supervision and opening to the outside world;secondly,the size of corridor security market and corporate profitability are limited;thirdly,the existing corridor security market structure results in principal-agent problems. If Chinese private security companies want to better participate in corridor security governance,they first need to objectively assess the size and risks of the corridor security market. Furthermore,they must highlight their profit-seeking nature as a market player,and it is not appropriate to publicize their missions of serving China’s overseas interests. In addition,it is necessary to innovate in the cooperation model between Chinese and Pakistani enterprises and exert the advantages of both sides. Finally,they must enhance the awareness of observing rules as well as study and utilize international institution and norms.
