境外流域性水电开发项目防洪应急管理体系建设实践

摘　　要：为研究境外流域性水电开发项目防洪应急管理体系建设,吸取了老挝当地典型事故案例应急教训,集成了流域雨情水情自动测报系统和水库调度系统,并形成了"二案一体制八机制"的防汛应急管理体系。将防洪应急管理工作由传统单一的事故应急处置向突发事件的预防、准备、预警、响应和恢复的全过程控制转变。该应急管理体系可为境外流域性水电开发项目防洪应急管理体系建设提供借鉴。In order to study the construction of flood control and emergency management system of foreign basinwide hydropower development project,by learning the lessons in emergency response of typical accident cases in Laos,the automatic measuring and reporting system of rainfall and water and the reservoir dispatching system are integrated,and the"Two cases,one system and eight mechanisms"are formed.Through the system application,the whole process of flood control emergency management is changed from the traditional single emergency treatment to the whole process control of prevention,preparation,early warning,response and recovery.The emergency management system can be used for reference in the construction of flood control emergency management system for foreign basin-wide hydropower development projects.
