摘　　要：突发性公共卫生事件由于传播的广泛性,一旦爆发,往往会造成跨地区、跨国界的影响,且涉及多个行业领域,进而引发各种社会、经济乃至政治危机.近年来,规划从业者往往将目光聚焦大城市,对中小城镇的关注较少.本文立足于中小城镇,分析其在应对突发性公共卫生事件方面的不足,将韧性思想融入中小城镇的防灾减灾规划,并将中小城镇应对灾害的过程拆分为灾前预防、灾中抵抗、灾时适应和灾后恢复4个阶段,在每个阶段分别提出针对性建议,探讨中小城镇的韧性建设.Because of the wide spread of public health emergencies,once they break out,they will often cause cross-regional and cross-border impacts,involving many industries,which will lead to various social,economic and even political crises.In recent years,planning practitioners tend to focus on big cities,but pay less attention to small and medium-sized towns.Based on small and medium-sized towns,this paper analyzes their shortcomings in dealing with public health emergencies.The resilience thought is integrated into the disaster prevention and mitigation planning of small and medium-sized cities and towns,and the process of coping with disasters in small and medium-sized cities and towns is divided into four stages:prevention before disasters,resistance during disasters,adaptation during disasters and recovery after disasters.In each stage,specific suggestions are put forward to discuss the resilience construction of small and medium-sized cities and towns.
