摘　　要：“十四五”时期是北京落实首都城市战略定位、推进以科技创新为核心的全面创新,加快建设全球数字经济标杆城市的关键时期。北京集成电路产业在对国家科技创新服务,以及北京数字经济建设的战略承载和基础支撑上,应责无旁贷地发挥急先锋和排头兵的作用。但“十四五”时期北京集成电路产业也面临着宏观环境日趋复杂,产业下行压力加大,协同创新动力不足等诸多挑战和问题。本文将从产业特点、产业定位、重点举措等多个角度对“十四五”时期北京集成电路产业的发展提出相关建议和展望:1)战略聚焦,实施重点集成电路产品攻关工程;2)出台政策,加大对人才和企业研发的支持力度;3)强化协同,加速推进央地合作和京津冀联动发展;4)营造环境,进一步提升北京集成电路产业发展质量。The"14th Five-Year Plan"period is a crucial period for Beijing to implement the strategic positioning of the capital city,promote comprehensive innovation with technological innovation as the core,and accelerate the construction of a benchmark city for the global digital economy.Beijing's integrated circuit industry is serving the country's technological innovation and Beijing's digital economy.On the strategic bearing and basic support of construction,it is duty-bound to play the role of vanguard and vanguard.However,during the"14th Five-Year Plan"period,the development of Beijing's integrated circuit industry is also facing many challenges and problems such as the increasingly complex macro environment,increasing downward pressure on the industry,and insufficient motivation for collaborative innovation.This article proposes relevant suggestions and prospects for the development of Beijing's integrated circuit industry during the"14th Five-Year Plan"period from the perspectives of industrial characteristics,industrial positioning,and key measures:1)Strategically focus,implement key integrated circuit product research projects;2)launch Policies,increase support for talents and enterprise R&D;3)Strengthen coordination,accelerate cooperation between the central and local governments and the joint development of Beijing-Tianjin-Hebei;4)Create an environment to further improve the development quality of Beijing’s integrated circuit industry.
