环京津贫困带背景下河北省涞源县扶贫实践

摘　　要：解决环京津贫困带脱贫问题,是不容有失的政治任务,同时,对保障首都生态安全、推动京津冀协同发展具有重要意义。河北省涞源县是环京津贫困带的深度贫困县之一。2017年至2020年全国农业展览馆对涞源县开展了对口帮扶,通过统筹推进扶贫协作、选优配强挂职干部、开展党支部结对帮扶、发展产业带动脱贫和积极开展调研指导五项重要举措,帮助涞源县成功退出国家贫困县序列。在三年多的扶贫工作中,全国农业展览馆作为帮扶主体,取得了一些宝贵经验,文中试做总结分析。Solving the problem of poverty alleviation in the Poverty Belt around Beijing and Tianjin is a political task that cannot be missed.At the same time,it is of great significance for ensuring the ecological security of the capital and promoting the coordinated development of Beijing,Tianjin and Hebei.Laiyuan County,Hebei Province,is one of the deeply impoverished counties in the Poverty Belt around Beijing and Tianjin.From 2017 to 2020,the National Agricultural Exhibition Center has carried out counterpart assistance to Laiyuan County,through overall planning to promote poverty alleviation cooperation,select and assign strong cadres,carry out paired assistance with party branches,develop industries to promote poverty alleviation,and actively conduct research and guidance to help Laiyuan County successfully withdraw from the national impoverished county sequence.In more than three years of poverty alleviation work,the National Agricultural Exhibition Center,as the main actor of assistance,has gained some valuable experience.The article tries to summarize and analyze the experience.
