摘 要:对陕西省辖内134家金融机构征信服务需求情况进行调研,发现陕西省金融机构征信服务需求呈现三大特征:一是对信用信息种类的多样化和特色化需求,二是对信用信息获取渠道的集中化和便捷化需求,三是对征信产品和服务的增值化和个性化需求。当前,金融机构和地方政府在满足中小微企业征信服务需求方面存在的主要问题是:地方征信平台作用有限,信用贷款的设计与发放缺少信用风险补偿政策、信息获取不充分,市场化征信机构发展缓慢等。因此,应加快推进全省地方征信平台建设,推动征信信息互联互通;培育征信市场发展,不断增加征信有效供给;加大政策扶持力度,优化区域信用环境,更好地满足中小微企业征信服务需求。A survey of 134 financial institutions in Shaanxi province shows that their demand for credit reporting services demonstrates three characteristics:demand for diverse and specific types of credit information;demand for centralized and convenient access to credit information;demand for value-added and customized credit reporting products and services.The main problems of financial institutions and local governments in satisfying the demand of small and medium-sized enterprises(SMEs)for credit reporting services are:limited function of the local credit reporting platforms;lack of credit risks compensation policies in the designing and issuance of credit loans;insufficient obtaining of credit information;under-development of market-oriented credit reporting agencies,etc.Therefore,it is recommended that we should accelerate the construction of local credit reporting platforms in Shaanxi province to propel the inter-connection of credit reporting information,foster the development of the credit reporting market to constantly increase the effective supply of credit reporting products and services,and reinforce the effort of policy support and optimize the regional credit environment to better serve the need of SMEs for credit reporting services.
