摘　　要：乡村振兴战略是推进农业农村现代化的国家级战略决策。我国乡村建设经历了一个从统筹城乡发展到城乡一体化再到新时代乡村振兴战略的制度变迁与政策演进过程。受乡村固有的本土特殊性约束,乡村振兴战略的本土逻辑是立足中国国情和乡村实际,化解乡村社会的主要矛盾,走具有中国特色和时代特征的、城乡融合的本土发展道路。基于战略配称理论,构建了乡村振兴战略三阶配称模型,并对乡村振兴“五大任务”进行本土分解。作为“中国农村改革第一村”的小岗村,其乡村振兴实践无疑具有典型的代表意义。在公共政策方面,通过制度创新、产业创新、组织创新和科技创新,释放制度红利,构建乡村现代产业体系,优化组织服务,实施创新驱动,推动农业由外延性增长转向内涵式增长,实现乡村振兴的高质量推进。The rural revitalization strategy is a national-level strategic decision to promote the modernization of agriculture and rural areas.China’s rural construction has undergone a process of institutional change and policy evolution from the overall planning of urban and rural development to the integration of urban and rural areas,and then to the strategy of rural revitalization in the new era.Constrained by the inherent local specificity of the village,the local logic of the rural revitalization strategy is based on China’s national conditions and rural realities,resolves the main contradictions in rural society,and takes a local development path with Chinese characteristics and era characteristics that integrates urban and rural areas.Based on the theory of fit,this paper constructs a three-order fit model for rural revitalization strategy,and localizes the“five tasks”of rural revitalization.As“the first village of China’s rural reform”,the practice of Xiaogang Village’s rural revitalization undoubtedly has typical and representative significance.In terms of public policies,through institutional innovation,industrial innovation,organizational innovation,and technological innovation,institutional dividends should be released,a modern rural industrial system should be built,organizational services should be optimized,innovation-driven should be implemented,and agriculture should be shifted from extensional growth to connotative growth,to achieve high-quality advancement of rural revitalization.
