摘　　要：依据我国清洁生产促进法,“双超双有”企业必须定期开展清洁生产审核。对于炼油化工企业来说,2003年发布的《清洁生产标准石油炼制业》作为验收依据,其先进性已经不足。为此,近十年间,中国石化先后发布了石油化工企业清洁生产标准、中国石化清洁生产管理办法、石油化工企业清洁生产审核指南,建立并运行了清洁生产管理系统,同时定期组织集团内部的清洁生产验收,形成了一套覆盖“HSSE管理体系-制度-标准”的清洁生产长效机制。文章介绍了清洁生产标准和审核指南的编制方法和主要内容,管理系统的功能和特点,管理制度和相关文件中的具体要求。总结了近十年来中国石化部分炼化企业实施清洁生产所取得的效益。According to the Law on the Promotion of Cleaner Production in China,the special enterprises with over-emission intensity and dangerous chemical production must carry out Cleaner Production Audit regularly.The Cleaner Production Standard-Petroleum Refining Industry issued in 2003 is not"progressive"enough for oil refining and chemical enterprises.For this reason,SINOPEC released the standards,management regulations and auditing methods of cleaner production for its petrochemical enterprises during the past 10 years,established the management system of cleaner production,and meanwhile organized in-house assessment and acceptance for cleaner production,thus forming a long-term mechanism of cleaner production which contains"HSSE management system,regulation and standard".This paper introduces preparation method and main contents of cleaner production standard and audit guidance,the functions and characteristics of the management system,and the specific requirements of the management regulation.It also summarizes the profits gained from cleaner production in some SINOPEC's oil refining and chemical enterprises during the past 10 years.
