中国行政学话语体系:主题、演变与逻辑——基于1985—2020年《中国行政管理》的可视化分析

摘　　要：某一学科的话语体系是该学科思想体系和知识体系的载体。文章依托CiteSpace可视化软件,对1985-2020年《中国行政管理》刊载论文的关键词进行分析,梳理和理解中国行政学话语体系构建的历程,以期洞察其发展趋势与演变逻辑。研究发现:中国行政学话语体系的发展与我国大国崛起的治理实践息息相关,呈现出一种反映和适应这一伟大实践的发展趋势,但也在一定程度上遮蔽了其前瞻性和引领性;在价值取向上,中国行政学研究走过了一条从效率优先到更加注重公平和正义的发展之路;在路径选择上,经历了从移植复制到主动学习再到自主构建的不同阶段;在主题演变上,始终以"政府改革""行政效率"为言说主线,但呈现出一定的离散化特征。The discourse system of a discipline is the carrier and expression of its ideology and knowledge system.Relying on Cite Space visualization software,this paper analyzes the key words of academic papers published in"Chinese Public Administration"from 1985 to 2020,summarizes and understands the process of constructing the discourse system of Chinese Administrative science,in order to gain insight into its development trend and logic of change.The study finds that the development of discourse system of Chinese administrative science is closely related to the governance practice of the rise of China’s great power,and presents a development trend that reflects and adapts to this great practice,which to some extent obscures its forward-looking and leading nature.In the aspect of value orientation,Chinese public administration has undergone the development from giving priority to efficiency to placing more emphasis on fairness and justice.In terms of path selection,it has experienced different phases and movements:first transplanting and copying,then active learning,and finally self-constructing.With respect to thematic evolution,it has always focused on themes such as government reform and administrative efficiency,but it shows certain discreteness.
