新时代背景下富人治村的机制研究——以珠三角L镇调研为个案

摘　　要：在基层治理事务复杂、繁重的珠三角地区,富人治村成为基层治理的一种常态。富人所拥有的诸多资源和优势契合了基层政府治理需求、农民的期待和村庄治理的需要,担任村干部所带来的经济、精神、价值回报则吸引了富人竞选村干部。调研发现,在L镇早期,因为政府权力介入基层社会程度不深、治理能力有限、政策制度不规范,以及密集的村庄利益分配秩序未形成,造成了早期基层治理不规范的局面,频繁出现“乱村”。步入新时代,珠三角村庄治理逐渐呈现规范、良性、有效的运行趋势。这与政府权力介入基层社会程度加深、治理现代化水平提高和政策制度不断完善有直接关系,政府的介入、监督和规范对富人治村具有较强的约束性,是富人治村良性运行的保障。同时,宗族型村庄社会结构和共同的集体利益使得富人不会轻易攫取村庄利益;而富人长期在村,其利益与村庄高度关联,其社会价值也来源于村庄,推动着富人村干部积极治理村庄。In the Pearl River Delta region where the grass-roots governance is complicated and onerous,the governance of villages by the rich has become a normal practice of grass-roots governance.Many resources and advantages possessed by the rich meet the governance needs of the grass-roots government,the expectations of farmers,and the needs of village governance.The economic,spiritual and value rewards brought by serving as village leaders attract the rich to run for village leaders.The investigation found that in the early stage of L Town,because the government power was not deeply involved in the grass-roots society,the governance capacity was limited,the policies and systems were not standardized,and the order of intensive village benefit distribution was not formed,which resulted in the non-standard situation of grass-roots governance in the early stage and frequent“chaotic villages”.Entering the new era,the village governance in the Pearl River Delta has gradually shown a normative,benign and effective operation trend.This is directly related to the deepening of government power’s involvement in grass-roots society,the improvement of governance modernization and the continuous improvement of policies and systems.The intervention,supervision and regulation of the government have a strong constraint on the governance of villages by the rich,which is the guarantee of the healthy operation of the governance of villages by the rich.At the same time,the social structure of clan type village and the common collective interests lead the rich not to seize the village interests easily;While the rich stay in the village for a long time,their interests are highly related to the village,and their social value also comes from the village,which promotes the leaders of the rich village to actively govern the village.
