双重环境规制能否助力经济高质量与碳减排双赢发展?--基于中国式分权制度治理视角

摘　　要：基于中国中央-地方分权式制度治理体制,运用系统GMM模型实证检验中央政府垂直型、地方政府平行型环境规制政策对经济高质量低碳"双赢"发展的异质性影响作用、间接中介效应和非线性传导路径。结果表明,第一,整体上中央垂直型、地方平行型环境规制与高质量减排发展偏离度均呈现"U"型关系,验证二者间存在环境EKC曲线关系,且前者实施效果和调控力度要优于后者。第二,在经济发展质量与碳强度区域异质视角下,双重环境规制存在区域异质性的影响效应,中央垂直型环境规制偏碳减排,地方平行型环境规制偏经济发展。第三,不同类型的环境规制影响路径和非线性门槛区间也存在差异性。垂直型环境规制能够通过技术创新水平、资源配置效率、产业结构升级传导机制间接促进经济高质量低碳"双赢"发展,平行型环境规制存在产业结构升级的中介传导路径。第四,双重环境规制促进经济高质量发展的门槛值均小于碳减排的门槛值,垂直型环境规制促进经济高质量低碳发展的门槛值低于平行型环境规制。Based on China’s centralized-local decentralized institutional governance system, the systematic GMM model is used to empirically test the heterogeneous influence, indirect mediating effect and nonlinear transmission path of vertical environmental regulation policies of the central government and parallel environmental regulation policies of local government on the "win-win" development of high-quality and low-carbon economy. The results are as follows: first, on the whole, the deviation degree between central vertical environmental regulation and local parallel environmental regulation and high-quality emission reduction development presents a "U" shape, verifying the existence of environmental EKC curve between the two, and the implementation effect and control intensity of the former is better than that of the latter. Second, from the perspective of regional heterogeneity in economic development quality and carbon intensity, dual environmental regulations have the effect of regional heterogeneity. Central vertical environmental regulations are partial to carbon emission reduction, while local parallel environmental regulations are partial to economic development. Third, different types of environmental regulation influence paths and nonlinear threshold intervals are also different. Vertical environmental regulation indirectly promotes the "win-win" development of high quality and low carbon economy through technical innovation, resource allocation efficiency, and the industrial structure upgrading transmission mechanism. Parallel environmental regulation has the mediating transmission path of industrial structure upgrading. Fourth, both the threshold values of dual environmental regulations in promoting economic development are less than the threshold value of carbon reduction, and the vertical environmental regulation threshold value to promote the development of high quality low carbon economy is lower than the parallel type environmental regulation.
