摘　　要：居民消费方式的变化加速生产与流通方式转型,供应链活动的公共属性因此越来越强,城市物流规划的概念也有必要扩展到城市供应链规划的范畴。在介绍城市供应链的概念后,详细阐述从供应链的视角理解城市货运配送的必要性以及关键议题。一方面,从更加微观的品类及供应链活动入手,透视供应链的时空响应;另一方面,着重关注城市供应链的安全、环境及公平效应等议题。为更好地实现城市物流规划的供应链转型,提出推进物流货运调查与城市供应链模型研究,系统梳理城市供应链规划的空间响应策略。基于供应链的思维,城市规划和交通规划需要与多个部门合作,将城市物流领域中的供应链需求和发展趋势进行有效的政策转译与传导。The changes in residents'consumption patterns accelerate the transformation of production and distribution,and the public attributes of supply chain activities become increasingly significant,which makes it necessary to expand the concept of urban logistics planning to the urban supply chain planning.After introducing the concept of urban supply chain,this paper discusses the importance of urban freight transportation from the perspective of supply chain in detail along with a few other key issues.On the one hand,the planning must understand the market's temporal-spatial response to the supply chains and supply chain activities at the microscopic level,while the safety,environment and fairness of urban supply chains cannot be ignored.To better facilitate the supply chain transition in urban logistics planning,the paper urgently promotes the surveys on the current freight logistics and research on the urban supply chain models,which helps developing response strategies for systematical lane use planning of urban logistics.The supply chain-based thinking calls for close collaborations among urban planning,transportation planning and all relevant stakeholders in order to effectively construe the policies to the supply chain demands and development trends of urban logistics.
