石油资源开发的水土保持补偿对策研究

摘　　要：水土保持生态补偿以水土保持功能为考量依据,石油资源开发通过作用于地质地貌、土壤、水文、植被等生态因子对其水土保持功能产生影响。石油资源开发水土保持生态补偿不仅仅是一个“水土保持补偿费”能够解决的问题,建议通过调整水土保持补偿费征收标准,完善水土保持生态补偿法律制度保障,拓宽水土保持生态补偿途径保障,强化水土保持生态补偿监督保障,确保我国石油资源开发的水土保持生态补偿的有效实施。Ecological compensation for soil and water conservation is based on its function.Through the influence on ecological factors such as geological features,soil,hydrology and vegetation,the resource development process reduces the ecological service function of soil and water conservation in resource production areas.Ecological compensation for soil and water conservation in petroleum resources development is not only a problem that“compensation for soil and water conservation”can solve.It is suggested that the guarantee mechanism for ecological compensation for soil and water conservation in petroleum resources development in China be optimized by adjusting the standards for collecting soil and water conservation compensation,improving the legal guarantee for ecological compensation for water and soil conservation,expanding the ecological compensation way of soil and water conservation,and strengthening the supervision and guarantee of ecological compensation for water and soil conservation and so on.
