摘　　要：该文是《西南大区时期重庆市院主要建筑作品回顾》的续篇,对那一时期重庆城市建筑的历史、文化与地域特色进行了系统梳理与研究,进一步论述了解放初期(大区时期)重庆主要领导者与建筑设计师为建设新重庆作出的贡献。大区时期,主政者建造了一系列继承历史建筑遗产,吸取巴渝山地建筑精华的“以人为本”“人民至上”的优秀建筑。“人民至上”体现在对当地历史、地貌、风俗与欣赏习惯的尊重,有老一辈革命家的胆识与支持,有大批优秀建设者的努力,那一时期留下的优秀建筑已经成为重庆城市建筑的标志,同时“人民至上”也是那一时期建筑设计的主题,对弘扬优秀民族文化、继承优秀传统起到了积极作用。This paper,a sequel to Review of the Major Architectural Works of Chongqing in the Southwest Region Period,systematically sorts out and studies the history,culture and regional characteristics of Chongqing's urban architecture during that period,further discusses the contributions made by the principal leaders and architects of Chongqing to the construction of a new Chongqing in the early period of liberation(the Regional period).During the Regional period,the governor built a series of outstanding buildings that embraced the historical architectural heritage and absorbed the essence of Bayu mountainous architectures:"People Oriented"and"People First"."People First"is embodied in respect for local history,landforms,customs and appreciation habits.With the courage and support of the older generation of revolutionaries,and the efforts of a large number of excellent builders,the remarkable buildings left over from that period have become a symbol of Chongqing urban architecture.Meanwhile,"People First"was also the theme of the architectural design in that period,which played a positive role in promoting excellent national cultures and inheriting excellent traditions.
