摘 要:主要针对应急管理应用需求,研判国内外发展情况,在《国家民用空间基础设施中长期发展规划》中应急管理相关卫星基础上,面向应急管理“十四五”规划发展需求和目前的不足,提出了一种低、中、高轨相结合的多要素应急观测卫星星座设计方法,对不同配置的卫星进行合理搭配,实现了多种不同观测手段、多要素观测卫星的高效协同运行。最后,按照发展目标对卫星星座建设提出了发展阶段建议,按阶段给出了星座对于所关注区域应急观测的效能仿真结果,可作为“十四五”我国应急卫星星座发展和规划建设的参考。The Chinese emergency administration and operation regulation are gradually made the complement with establishment of ministry of emergency management.The application system plan and design of national space infrastructure should be urgently constructed and upgraded according to the new role and new requirements.Based on the development requirement in the 14th Five-Year Plan and current weakness for emergency management,this paper proposes a constellation design plan for emergency management observation by combining low,medium and high orbit satellites based on the national space infrastructure mid-long-term development plan.The proposed method gives a reasonable collation by the combination of satellites which coordinate different means and multiple factors for effective cooperative operation.Finally,suggestions for satellite constellation development are given.The development plan is divided into many stages and the simulation results for ROI(Region of Interest)observation efficiency for each stage are given,which provides reference for satellite constellation development for emergency management in the 14th Five-Year Plan.
