摘　　要：西安市高陵区是第1批全国农村集体资产股份权能改革试点之一,并通过了农业农村部的终期验收。通过分析西安市高陵区改革的措施与成效、面临的困境与难题,据此提出改进建议,以期为全国推进和推广农村集体资产股份权能改革提供决策参考。Gaoling District of Xi′an City was determined as one of the first batch of national rural collective property shareholder right reform pilots in 2015, and passed final acceptance. Measures and effects, difficulties and problems of reform in Gaoling District in the past three years were analyzed, and suggestions were put forward accordingly in order to provide decision-making reference for promoting and popularizing of reform in whole country.
