摘  要:卫生人力资源是医院最重要的资源,卫生人力资源管理是现代医院管理的重要内容,影响着健康中国战略的实现。作者通过对“十三五”期间医院人力资源发展状况进行回顾分析,探索“十四五”期间医院卫生人力资源发展战略及实现路径。提出了人才引领、战略提升,总量控制、提质增效,改善结构、以人为本的人力资源战略,并提出了以健康战略为导向、改善医疗行业执业环境、充实护理人员队伍、提升医院卫生人员卫生应急管理能力、推行医疗价值管理、临床医师分类管理这6个实现路径。Health human resource is the most important resource in Chinese hospitals,and health human resource management is the important content of modern hospital management,which affects the realization of Chinese health strategy.Based on the review and analysis of the development of hospital human resources in China during the"13th Five-Year Plan"period,this paper explores the development strategy and realization path of hospital human resources during the“14th five-year plan”period.It puts forward the strategy of talent leading,strategy promotion,total quantity control,quality improvement and efficiency increase,structure improvement and people-oriented human resources,it also puts forward 6 ways to realize health strategy-oriented,to improve the practice environment of medical profession,to strengthen the nursing staff,to improve the ability of Health Emergency Management of hospital health personnel,to carry out the management of medical value and to classify the management of clinical doctors.
