全面从严治党背景下公立医院基层党支部纪检委员作用发挥路径研究

摘　　要：全面从严治党不断取得新成绩,离不开一支忠诚干净担当的纪检干部队伍。对于党的基层组织而言,纪检委员能否切实履行职责、发挥监督作用,直接关系到基层单位党风廉政建设各项工作的有效落实。调研发现,在公立医院党支部全面从严治党责任落实中,支部纪检委员在专业能力、工作手段及考核激励制度等方面存在一定问题,影响了其履职作用的发挥。因此,本研究从加强医院基层党支部纪检委员队伍建设、建立“落实责任机制和工作平台”相结合的工作抓手,以及探索建立科学的评价考核体系与激励机制等方面,对发挥党支部纪检委员作用进行了路径探索,为全面从严治党向基层延伸形势下加强公立医院基层党支部纪检委员建设提供参考。Seeing Party self-governance exercised fully and with rigor makes new achievements continuously are inseparable from a loyal,clean and responsible team of discipline inspection cadres.For the party's grass-roots organizations,whether the discipline inspection committee members can effectively perform their duties and play a supervisory role is directly related to the effective implementation of the work of the party construction and restrict corruption in grass-roots units.The investigation found that in the implementation of the Party branch of public hospital,there are some problems in the professional ability,working means and evaluation and incentive system of discipline inspection committee members,which affects the performance of their duties.Therefore,this study explored the path to play the role of discipline inspection committee members of the basic Party branch from the aspects of strengthening the team construction of discipline inspection committee members of the basic Party branch,establishing a work gripper which can combine the implementation of responsibility mechanism and working platform,and exploring the establishment of a scientific evaluation and assessment system and incentive mechanism,so as to provide reference for play the role of Discipline Inspection Committee Members in the basic Party branch of the government hospital under the situation of extending from strict party management to grass root.
