摘　　要：广州市城市规划委员会作为国内典型的规划决策咨询机构已运作了14年,历经三届发展形成了较为成熟的构架和议事制度,为规划决策的科学化、民主化提供了制度保障。文章从城市规划委员会的组织架构、审议规则、审议结果及审议权力的监管等方面回顾和评价了广州市三届城市规划委员会的运作效果,指出其实现了规划决策从封闭式内部管理向民主科学决策的转型,但在会议组织、议题分类和审议程序等方面可进一步优化。城市规划委员会决策机制具有“多准则决策”和“群体决策”的特点,建议借鉴决策科学理论,加强议题分类与群体决策规模的关联性,明晰议题目标与决策依据,优化群体决策的交互方式和意见集结方式,构建议题案例库并完善群体决策支持系统。As a typical domestic planning decision-making consulting agency,the Guangzhou Urban Planning Commission(UPC)has been operating for 14 years,and a relatively mature structure and review system has been formed,which provides a system for the scientific and democratic planning and decision-making.This article reviews and evaluates the practical effects of the thirdterm UPC from the organizational structure,review rules,review results,and supervision system,and points out that it has realized the transformation of decision-making from closed internal management to democratic science,but it can be further optimized in terms of meeting organization,issues classification and review procedure.The decision-making mechanism of the UPC has the characteristics of"multi-criteria decision-making"and"group decision-making".It recommends strengthening the correlation between issue classification and the scale of group decision-making,clarifying issue objectives and decision-making basis,optimizing the interactive mode,building a case base of issues,and improving the group decision support system.
