摘　　要：城市是国家高质量发展的重要支撑,对受到广泛关注的城市高质量发展评估问题进行了研究.鉴于城市高质量发展的内涵和评价信息的犹豫模糊特性,且评估过程需多组群体的共同参与,在TOPSIS方法框架下以犹豫模糊信息描述群组意见构建一种多群体评估模型,其中提出犹豫模糊广义距离测度与多群体的主客观权重集成计算方法,同时基于相关研究及资料建立城市高质量发展评价指标体系.应用新模型解决云南省城市高质量发展评价的实际问题,得到方案城市的高质量发展状况分析,并且通过对比分析验证新方法的可行性与实用性,其逻辑清晰、操作简便,亦可推广到其他行业的评估和优化.The quality of urban development is of vital to the development of the country,and the evaluation of urban high-quality development has received extensive attention.Given that the definition and evaluation information of high-quality urban development is hesitant and fuzzy,and the evaluation process requires the participation of multiple groups such as the government,domain experts and the public.In this regard,in the framework of the TOPSIS method,a multi-group evaluation model is constructed with hesitate fuzzy information describing group opinions,and an integrated calculation method of hesitate fuzzy generalized distance measurement and multi-group subjective and objective weights is proposed.Then,based on the existing research and relevant data,the evaluation index system of urban high-quality development is established,and the method is applied to solve the practical problems of urban high-quality development evaluation in Yunnan Province.The applicability and rationality of the proposed method are verified through comparative analysis.
