摘　　要：重大传染病疫情事件应对策略是新型冠状病毒肺炎(简称"新冠肺炎")疫情防控行动的总纲领。针对新冠肺炎疫情防控困境,建立和完善应对重大传染病疫情事件防控的策略体系,建立危机评价和决策制度,构建全球多元主体协同治理机制,以提高世界各国政府应对突发事件的危机评价、危机决策、危机行动的整体能力,以维护人类健康和生命安全。The coping strategy for major infectious disease outbreaks is the overall framework for the prevention and control of COVID-19 epidemic.In response to the plight of COVID-19 prevention and control,a strategy system for the prevention and control of major infectious diseases should be established and improved,a crisis evaluation and decision-making system should be established,and a global multi-subject collaborative governance mechanism should be built,to improve the overall capacity of governments around the world to respond to emergencies in crisis assessment,crisis decision-making,and crisis actions,so as to protect human health and of safety life.
