从保护利用到机制管理的杭州郊野公园规划体系研究

摘　　要：随着城镇化水平的不断提升,城镇建成区外出现了生态环境质量下降、生态空间受蚕食、乡村地区发展缺乏动力和历史文化遗产保护利用不足等问题,郊野公园的建设有助于解决这一系列问题。文章以杭州郊野公园规划为例,针对“定位、空间、实施”三大难题,从定位研究、空间划定和实施导控三方面进行探讨,力求构建理论扎实、逻辑严谨、管控周全的杭州郊野公园规划体系。Along with the urbanization,outside of cities have emerged problems such as ecological deterioration,weakness in rural development and historical and cultural relic preservation etc.Country park development is an approach to deal with the above problems.Hangzhou country park planning studies the major problems of“orientation,space,implementation”and their solution,and endeavors to achieve a planning product with sound theory,rational logic,comprehensive governance.
