摘 要:针对传统预报与调度系统分散独立建设,信息与模型共享耦合和互动反馈自动化水平不高,系统通用性、安全性、跨平台功能不足等方面的问题,利用跨平台系统开发框架Spring Boot技术,构建新一代淮河洪水预报调度系统。该系统以电子地图、实时雨水情数据库、专用历史洪水数据库、智能化洪水预报和调度模型为关键支撑,建立洪水预报和调度模型自动化的互联互馈和协同耦合机制,集成防洪形势自动分析、多模式河系洪水预报、多模式洪水联合调度等业务功能,实现预报调度一体化、调度决策智能化和过程可视化。该系统在2020年淮河流域性较大洪水中进行实际应用,结果表明:系统有效实现多场景、多工况情况下的洪水预报与工程调度的联合模拟分析,为防洪预报调度业务提供重要技术支撑。In view of the problems of decentralized and independent construction of traditional forecasting and dispatching system,low automation level of information and model sharing coupling and interactive feedback,lack of universality,security and cross platform functions of the system,a new generation of Huaihe River Basin flood forecasting and dispatching system is constructed by using the cross platform system development framework Spring Boot technology.Based on electronic map,real-time rainfall regime database,special historical flood database and intelligent flood forecasting and dispatching model,the system establishes the interconnection,mutual feedback and collaborative coupling mechanism of flood forecasting and dispatching model automation,integrates such business functions as flood control situation automatic analysis,multi-mode river system flood forecasting and multi-mode flood joint dispatching and so on,thus realizes the integration of forecasting and dispatching,intelligent dispatching decision and visualization of dispatching process.The system has been applied in resisting large flood in the Huaihe River Basin in 2020.Results show that the system can effectively realize joint simulation analysis of flood forecasting and engineering operation under multi scenarios and multi conditions,and provide important technical support for flood forecasting and operation.
