摘　　要：从森林资源效益、科技创新效益、人力资本效益3方面出发,构建中国森林资源发展质量评价指标体系,然后基于熵权法与空间自相关分析法测算中国森林资源发展质量的驱动力指数并分析其区域间的时空差异。结果发现:中国省域森林资源发展质量处于中等水平,空间异质性突出,其中林业科技水平普遍较低,且人力资本效益主要集中于东南地区。为此,政府部门要加强森林资源发展质量监督,重视林业科技创新和人力资本的培养,形成以局部带动总体的发展模式消除区域间森林资源发展质量不平衡问题。⑴Background——Forest resources are the basis for maintaining the balance of terrestrial ecosystems and achieving sustainable social and economic development.In recent years,one of the goals of forest resource development is to realize high-quality and sustainable development has.However,whether China's forest resource quality has reached high-quality levels still needs to be evaluated from multiple dimensions by multiple methods.⑵Methods——First,21 indexes of 31 provinces in China from 2009 to 2017 are selected to build the forest resource quality evaluation system.Then,the entropy analysis method is used to measure the forest resource quality index.Finally,the spatial autocorrelation model is conducted to determine difference characteristics of the spatial-temporal in the development quality of China's forest resources.⑶Results——First,the quality of China's forest resources is at a moderate level,and the benefits of scientific and technological innovation are low.It is found that although the quality of forest resources in China shows an upward trend from 2009 to 2017,the quality of forest resources in China's provinces is still generally between 0.34-0.55,which is at the medium quality level.At the same time,the efficiency of forestry science and technology innovation in most provinces in 2017 is between 0.3-0.4,which indicates that there is a short board in this aspect,and all regions need to improve.Second,the spatial heterogeneity of forest resource quality is significant.On the whole,except for 2011 and 2015,the overall Moran index I of China's forest resource quality is less than 0.1,and the impact is not significant,indicating that there is spatial heterogeneity.In addition,from the local perspective,only the north and south part of the cities are in the high-high combined mode,while some cities in the central region have significant spatial differences,and the quality of resources is relatively low.Third,there are great differences in the efficiency of forestry science and technology inno
